So brecciated jasper often forms as a bi-product of tectonic activity. When earthquakes or volcanic activity happen, little fractures in the original rock get filled in with silica-rich fluid that solidifies and binds fragments. This creates the “broken” appearance that we call brecciated. The minerals in the silica, determine the colors that you see.
